Approved RID Projects in Bakun

In all the components of the project, the Component 4 which is the Rural Infrastructure Development (RID) involves a huge amount of Local Government Unit (LGU) Counterpart which they cannot afford the counterpart scheme of LGU – 60% and 40% CHARMP2. The Local Chief Executive (LCE), the legislative and some Head of Offices convened to study and recommend possible solutions to this problem. After thorough evaluation based from the financial report of the Municipal Treasurer especially on their municipal Internal Revenue Allotment (IRA), the officials finally decided to apply a loan from the Land Bank of the Philippines (LBP) since the Municipal Local Government Unit (MLGU) is capable in paying this loan.

They started submitting series of resolution to the bank in May 2012. The loan application was almost approved when suddenly the Second Cordillera Highland Agricultural resource Management Project (CHARMP2) has new guidelines to limit or impose the project cost ceiling to 10M per barangay (this is due to the lowering of LGU counterpart from 60% to 40% to only 10%). Again, the officials had meetings with the Municpal Planning and Development Coordinator (MPDC) whereby Status of these projects and its cost was presented and explained.

Therefore the officials absolutely order the municipal treasurer to drop/withdraw their loan application from LBP. The MLGU counterpart then comes from the 2013 20% Municipal Development Fund (MDF) which is amounting to P10,600,000.00. The 7 projects to be counterparted are the following: 1. Tambobong – Masalin  FMR  - 2.5M; 2. Ampusongan – Galitaan Footpath – 1,875,000.00; 3. Bengbeng – Beyeng FMR – 23M; 4.  Teba – Poblacion DWS – 4M; 5. Dada – Beyeng (Poblacion) FMR – 8.5; 6. Lubo – Kayapa FMR – 4.5M; and 7. Mogao - Batanes  - Lein FMR – 24M. The total project cost is amounting to P69million. Aside from the MLGU counterpart, the PLGU has allocated counterpart too to these projects. //Cresencia W. Lozano
